Barry Madden, 44, and 35-year-old Emma O’Sullivan moved to Sallins two years ago with collie Sasha and whippet Ru following a two week staycation on a barge.

They now face a rate hike of 12 times their current level as water residents all over the country face permit fee increases of up to 2,000 per cent under drastic new measures mooted by Waterways Ireland.

Barry, who got to know all his new neighbours within weeks, told The Irish Sun: “We couldn’t get onto the property ladder. Even if we could, this was kind of a thing that we wanted to do.

“There’s a lot of people are in situations that wouldn’t be as fortunate as us.
